University Partnership Grants: Historically Black Colleges and Universities

This program expands the role and effectiveness of HBCUs in addressing community development needs in partnering communities. Program goals are achieved through competitive grants awarded to qualifying HBCU institutions who then leverage their resources and unique, community-based expertise to address pressing issues.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has a specific role in addressing an existing problem: HBCU grants facilitate community-based problem-solving to the mutual benefit of institutions and neighborhoods, thereby promoting shared long-term success. Toward this end, the program addresses a range of issues, including homeownership, community development, neighborhood revitalization, and targeted economic development.
  • Grantees are selected through a competitive process and, once awarded, are provided clear management and oversight. All grantees are assigned a Grant Technical Representative that assists them with program requirements and responsibilities during the life of the grant. The information flow from grantees to the University Partnerships office will continue to mature.
  • The lack of a comprehensive, independent evaluation and programmatic outcome measures prevent the program from demonstrating progress and monitoring impact. The commitment to conducting an evaluation and continuing to improve quality performance measurement will improve accountability and effectiveness.

We are taking the following actions to improve the performance of the program:

  • Restructuring reporting requirements to more fully and accurately capture performance data will help track program performance.
  • Establishing an administrative cost cap to increase program efficiency and effectiveness, ensuring that maximal resources are supporting program goals.
  • Conducting an independent program evaluation to measure program effectiveness.
