President's Emergency Plan For AIDS Relief: Global Fund

The Global Fund is an international institution dedicated to managing and disbursing resources to reduce infections, illness and death from AIDS, tuberculosis (TB) and malaria. The United States contributes to this multilateral effort to address these diseases and encourages other countries to increase their contributions.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Global Fund reported that it met its 2008 targets. In December 2008, it reported 400,000 new HIV/AIDS patients on anti-retroviral treatment (to 2 million total); 1.8 million additional TB cases treated through Directly Observed Treatment (DOTS) (to 4.6 million total); and 24 million additional treated bed nets distributed for malaria prevention (to 70 million total).
  • Several aspects of the Global Fund's financial management practices require review and strengthening. Local Fund Agents must verify and report on expenditures made by grant Principal Recipients. The Secretariat also requires reporting on grant budgets broken down by programmatic activity.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Working through U.S. representation on the Global Fund Board and committees to support the Fund's development of measures to strengthen and streamline application and implementation processes.
  • Support the implementation of new LFA contracts with additional oversight and evaluation from the GF Secretariat, including mid-term performance evaluation.
