Leads, integrates, and manages intelligence activities across the department. It ensures DHS intelligence and information sharing activities provide valuable, actionable intelligence for the national leadership, all components of DHS, federal partners, state, local, territorial, tribal, and private sector customers.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has a valid program design and strong planning and management practices, but has not demonstrated its accomplishments through performance measurement. The program has no efficiency measure and has insufficient annual and long-term measures.
  • Programs are still undergoing baseline reviews. Programs do not have funding and schedules in place, nor have sufficient program reviews been completed.

We are taking the following actions to improve the performance of the program:

  • Developing an efficiency measure of sufficient scope and quality and establishing a baseline for the measure.
  • Developing a plan to contract or arrange for recurring independent evaluations of the program and completing an independent evaluation of the program.
  • Demonstrating improvement on annual and long-term measures by meeting the FY07 targets.
