Coast Guard: Ports, Waterways, and Coastal Security

The Ports, Waterways, Coastal Security (PWCS) program is responsible for protecting the U. S. maritime domain and maritime transportation system - by preventing terrorist attacks, sabotage, espionage, or subversive acts and responding to and aiding in the recovery from attacks that might occur.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Performance is relatively strong, and investments in PWCS missions have reduced maritime terrorist risk.
  • The program has adopted an innovative approach to performance monitoring, and is working to improve the methodologies to gauge risk in the maritime domain.
  • While adequate performance measures are in place, it is not clear to what degree improvements are due to environmental factors or program outputs.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Improving its statistical understanding of PWCS threats and risks, developing a more empirical methodology for target-setting, and comparing to other nations' performance.
  • Investigating ways to evalute performance, either through red-celling, table-top exercises, or other simulations. Coast Guard will consider including these results in managers' reviews
  • Working to collect comparative estimates of performance to determine whether the program is as effective as other similar ones conducted by peer governments.
