Forest Service: Invasive Species Program
The purpose of the Forest Service invasive species program activities is to reduce, minimize, or eliminate the potential for introduction, establishment, spread, and impact of invasive species across all landscapes and ownerships.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The Forest Service has implemented a cohesive national strategy for invasive species management that encourages coordination within the agency. Additional work is needed to ensure states and other cooperators link their proposed activities to the Forest Service's Strategic Plan or annual performance measures.
- The program recently adopted suitable outcome-based performance measures that address aquatic and terrestrial species, including invasive plants, pathogens, vertebrates, and invertebrates. While the program tracks costs and monitors the effectiveness of management activities, it does not provide for measurement of the environmental or economic effects of treatments.
- The Forest Service has updated the national insect and disease mortality risk map to help allocate resources to address national priorities in the most effective and efficient manner. This edition of the map is dynamic, and will be revised continually as new data and models are developed that can improve pest risk predictions.

We are taking the following actions to improve the performance of the program:
- Continuing to implement the integrated invasive species strategy based on input from the Regions and other customers; improving outreach and delivery of research and management information.
- Developing an analysis of the costs and benefits of treatments undertaken to reduce the impacts of invasive species and implementing its use in program management.
- Issuing and tracking specific risk map-based program performance targets to increase accountability of National Forests and partners to monitor and report treatment efficacy and long-term outcomes.
