Security Assistance to Sub-Saharan Africa

The US provides a wide range of military assistance to select Sub-Saharan Africa countries including equipment, services, and training. This assistance promotes peace and stability, develops indigenous African peacekeeping and humanitarian response capabilities, and creates more professional African militaries.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Program goals were initially overly broad and improvement was needed in strategic planning and measurement of program results. Initial measures addressed progress on resolving broad regional conflicts not directly tied to assistance budgets. Measures now are increasingly focused on the effectiveness of funded training programs and their contribution to security interests.
  • Budget requests are not explicitly tied to accomplishment of annual and long-term performance goals.
  • US efforts to develop global peacekeeping capacity were evaluated and found to be insufficient. The Administration developed and is implementing the Global Peace Operations Initiative to address shortfalls in the global availability of personnel, equipment and services to support peace operations.

We are taking the following actions to improve the performance of the program:

  • Continuting to evaluate and refine the performance measure for these programs to ensure that they provide useful information to inform management, budget and policy decisions.
  • Increasing the number of contract and program management officers in AF to ensure proper oversight.
