Education Secretary Margaret Spellings describes new special education guidelines to help states implement No Child Left Behind.

Transcript: There'll be specific guidelines on how these students are to be identified, how these students are to be assessed, the assessments that will be used will be peer-reviewed by our department to make sure they meet all the technical requirements.
