The National Security Division analyzes budgetary issues related to national defense, international security, and veterans' affairs. Its research focuses on defense budgets, military forces and weapon systems, the demand for and supply of military personnel, the military's industrial and support facilities, and U.S. foreign assistance programs. The division's analyses examine the budgetary effects of proposed legislation, the cost-effectiveness of current and potential defense programs, and the impact on the private sector of legislative initiatives concerning defense.

 

Assistant Director for National Security

Before joining CBO in 2001, J. Michael Gilmore was the Deputy Director for General Purpose Programs in the Office of the Secretary of Defense, Program Analysis and Evaluation. In that position, he was the principal staff adviser to the Secretary of Defense for issues regarding U.S. general-purpose forces and supporting programs. In his 11 years in the Office of the Secretary of Defense, he began by analyzing strategic defense and military satellite communications programs and later, as part of the Cost Analysis Improvement Group, directed teams of analysts in preparing estimates of the costs of defense programs. Prior to his career in government, he was a defense analyst for McDonnell Douglas Corporation and a scientist at Lawrence Livermore National Laboratory, where he performed research on nuclear fusion.
