Lynne K. McCay Selected as Chief of Congressional Reference Division, Congressional Research Service
Lynne K. McCay was recently selected for the position of
chief of the Congressional Reference Division, Congressional
Research Service (CRS), Library of Congress, effective
Sept. 28.
In announcing the selection, Daniel P. Mulhollan, Director
of CRS, said: "I have every confidence that Lynne McCay will
provide the leadership that CRS needs in using rapidly developing
information technologies to assist members of Congress in their
decisions."
Ms. McCay joined the Congressional Reference Division (CRD)
in August 1970, shortly after she completed her bachelor's degree
in Foreign Service at Georgetown University. During her tenure
in CRD she has held a number of positions of increasing
responsibility, including Team Leader, Senior Team Leader, and
Coordinator of Congressional Reader Services. Most recently, in
addition to her duties as Coordinator, she has been sharing the
responsibilities as Acting Chief with the Coordinator,
Congressional Information Services, since the death of the chief
of the division in January 1996.
Ms. McCay has received a number of outstanding performance
evaluations and incentive awards in recognition of the high
quality of service she has provided to CRS for the last 27 years.
In addition to her regular responsibilities, Ms. McCay has
provided special assistance to the Library and CRS by serving as
a member of a number of committees and working groups. Through
her participation in these groups she has made major
contributions to the effective management of CRS and the
achievement of its strategic goals.
Ms. McCay also has been actively involved in many
professional activities outside CRS, including serving as a
member of the program planning group of the FLICC Forum on
Government Information Policy; as a presenter for the class for
Library staff on CRS and Congressional Reading Rooms and
Reference Centers between 1994 and 1996 as part of the LC
Reference Orientation Series; as a presenter at the Annual
Interagency Depository Seminary for depository librarians; and as
a member of the Special Libraries Association since 1983 and as
President-Elect, President and Past-President of the DC Chapter
(1990-93).
