The dates and times for the public meetings were announced subsequently in the public media in the vicinity of Fort Bliss and the meetings were held on September 3, 4, and 5, 1998. The Environmental Protection Agency published its Notice of Availability for the DPEIS on August 21, 1998 (63 FR 44859). Department of the Army has received requests from several parties to extend the comment period.
