Task Force Arrests, Middle District of Louisiana
 
On 3/24/08, David McDowell was arrested by investigators from the Middle Louisiana Fugitive Task Force (MLFTF). McDowell was wanted by the East Feliciana Parish Sheriff’s Office (EFPSO) for failure to comply with a court order. McDowell was considered a “Dead-Beat Dad” and owed in excess of $70,000.00 in back child support. The warrant was issued in May of 2007 and McDowell went on the run. EFPSO Detectives contact the MLFTF in February and requested assistance in locating McDowell. MLFTF investigators developed information that McDowell was hiding out at a residence and Denham Springs, Louisiana and took him into custody without incident. McDowell has a lengthy criminal history that included numerous arrests for narcotics violations and resisting arrest.

On 3/24/08, Jimmy Pipes, Jr. was arrested by investigators from the Middle Louisiana Fugitive Task Force. Pipes was wanted by the Nacogdoches County Sheriff’s Office for violations of his Texas probation. USMS E/TX-Beaumont developed information that Pipes was living in Livingston, Louisiana with his wife. MLFTF Investigators established surveillance on the residence and observed a vehicle in the drive way that was registered to Pipes’ parents. MLFTF investigators contacted the residence and attempted to locate Pipes in the house. During a sweep of the residence, a fully loaded .22 caliber rifle was discovered. Pipes and his wife were found at the residence, but a further investigation revealed the employment locations for both subjects. Pipes was located at a work site in Livingston and booked into the Livingston Parish Sheriff’s Office. During a subsequent interview, Pipes admitted to being a felon in possession of a firearm, being an unregistered sex offender, and using a false social security number and alias to conceal his identity.  

On 3/15/08, Thanh Tran was arrested by investigators from the Middle Louisiana Fugitive Task Force. Tran was wanted for violations of his federal supervised release. Tran was also wanted by the FBI and DEA for his involvement in an international drug trafficking organization. MLFTF investigators, working with DEA investigators, developed information that Tran was traveling to Baton Rouge to meet his wife and children at the home of a family member. After a lengthy surveillance operation, Tran was observed at the residence and taken into custody after a brief stand-off. TRAN has previously served a federal sentence for narcotics trafficking.

On 2/29/08, Labron Givens was arrested by investigators from the Middle Louisiana Fugitive Task Force. Givens was wanted by the Baton Rouge Police Department for four counts of aggravated rape. Givens is alleged to have committed these offenses against the 10 year old daughter of his ex-girlfriend. Givens used money and the threat of violence to keep the victim from revealing the abuse for almost two years. MLFTF investigators developed information that Givens was living with a new girlfriend in Baton Rouge, responded to the location, and took Givens into custody. Givens has a criminal history that includes arrests for armed robbery, escape, possession of firearms, and narcotic offenses.

On 2/1/08, Denako “Mutt” Duheart surrendered with his attorney at the East Baton Rouge Parish Prison. Duheart was wanted by the Baton Rouge Police Department for 1st Degree Murder, conspiracy to commit 1st Degree Murder and Aggravated Kidnapping. The charges against Duheart stem from a Halloween night murder of a subject that was beaten over two days and found burned in Baton Rouge. MLFTF investigators conducted an intensive three month investigation to locate Duheart that resulted in the arrest of two of Duheart’s brothers. Duheart’s surrender was a direct result of constant pressure from MLFTF investigators. Duheart is also a suspect in two other slayings of persons believed to be witnesses in the initial homicide.

Task Force Fugitive Arrest, Gulf Coast Regional FTF- Jackson: On 2/23/08, investigators from the Gulf Coast Regional Fugitive Task Force and TOG arrested Ronald Shearon in Jackson, Mississippi. Shearon was wanted by the Louisiana State Police for manslaughter and hit and run. On 2/21/08, Shearon is alleged to have been the driver of truck that struck a pedestrian in Baton Rouge, Louisiana. After the collision, Shearon pulled the truck to the side of the road, leaving the victim in the bed of the truck, and fled the scene on foot. The victim died as a result of her injuries. Middle Louisiana Fugitive Task Force investigators requested the assistance from the GCRFTF who, with critical assistance from TOG, located and arrested Shearon. Shearon has several previous arrests for battery on police and resisting arrest.
