DEPARTMENT OF COMMERCE

Submission for OMB Review; Comment Request

DOC has submitted to the Office of Management and Budget (OMB) for
clearance the following proposal for collection of information under
the provisions of the Paperwork Reduction Act of 1995, Public Law 104-
13.
    Bureau: International Trade Administration.
    Title: Non-Tariff Barriers Survey.
    Agency Form Number: N/A.
    OMB Number: N/A.
    Type of Request: Regular Submission.
    Burden: 33 hours.
    Number of Respondents: 200.
Avg. Hours Per Response: 10 minutes.
Needs and Uses: The International Trade Administration's Office of
Environmental Technologies Industries (ETI) office is the principal
resource and key contact point within the U.S. Department of Commerce
for American environmental technology companies. ETI's goal is to
facilitate and increase exports of environmental technologies, goods
and services by providing support and guidance to U.S. exporters. One
aspect of increasing exports is to reduce trade barriers and non-tariff
measures. ETI works closely with the Office of the U.S. Trade
Representative on trade negotiations and trade liberalization
initiatives. The information collected will be used to evaluate the
Asia Pacific Economic Cooperation (APEC) trade liberalization with the
World Trade Organization (WTO) negotiations by ETI's office. The type
of information asked on the survey includes such items as (1) name of
firm; (2) country of interest; and (3) a list of non-tariff barriers
for environmental products in the respondents sales territory. This
information will allow ETI to maintain a current, up-to-date list of
non-tariff measures that create trade barriers for U.S. exports of
environmental goods and services.
Affected Public: Businesses or other for-profit.
    Frequency: On occasion.
    Respondent's Obligation: Voluntary.
OMB Desk Officer: David Rostker, (202) 395-7340.
Copies of the above information collection proposal can be obtained
by calling or writing Madeleine Clayton, Departmental Forms Clearance
Officer, (202) 482-3129, Department of Commerce, Room 6086, 14th and
Constitution, N.W., Washington, DC 20230 (or via the Internet at
MClayton@doc.gov.).
Written comments and recommendations for the proposed information
collection should be sent to David Rostker, OMB Desk Officer, Room
10202, New Executive Office Building, Washington, DC 20503 within 30
days of the publication of this notice in the Federal Register.

    Dated: March 6, 2001.
Madeleine Clayton,
Departmental Forms Clearance Officer, Office of the Chief Information
Officer.
