FINDING OF NO SIGNIFICANT IMPACT Yountville Mobile Home Park Flood Barrier Project FEMA-DR-1044-CA, HMGP #1044-005 The Town of Yountville, California has applied, through the California Governor's Office of Emergency Services (OES) to the Federal Emergency Management Agency (FEMA), for assistance with the construction of a flood barrier wall to protect two mobile home parks from periodic flooding. FEMA is proposing to provide assistance for this project through the Hazard Mitigation Grant Program (HMGP) under Presidential Disaster Declaration FEMA-DR-1044-CA. This Environmental Assessment has been prepared according to the requirements of the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality's regulations for implementing NEPA (Title 40 of the Code of Federal Regulations [CFR] Parts 1500-1508), and FEMA's implementing regulations (44 CFR Part 10). The Yountville Mobile Home Park Flood Barrier Project (Project) would surround the Rancho de Napa and Gateway Mobil Home Parks in the southeast corner of the town of Yountville, California. The mobile home parks are located within the 100-year flood plain of the Napa River. There are three primary parts to the Proposed Action: (1) construction of a masonry floodwall around most of the mobile home parks that closely matches the alignment of the existing perimeter fence, (2) construction of closure structures at the park's two entrances to provide flood protection at these locations, and (3) installation of interior storm drainage facilities consisting of storm drain lines, a drainage collection basin, and a pump station to handle storm water that falls within the parks. FEMA has prepared an Environmental Assessment, dated May 12, 2003, for the Town of Yountville Flood Barrier Project, which is available online at http://www.fema.gov/ehp/docs.shtm. A public notice has been circulated explaining reasons for siting the project in the floodplain, pursuant to Executive Order 11988 (Floodplain Management). This Finding of No Significant Impact serves as the final notice for Executive Order 11988 compliance. Based upon the conditions and information contained in the Environmental Assessment for the Yountville Mobile Home Park Flood Barrier Project, May 12, 2003, and in accordance with FEMA's regulations in 44 CFR Part 10 (Environmental Considerations) and Executive Orders 11988 (Floodplain Management), 11990 (Protection of Wetlands), and 12898 (Environmental Justice), the following is concluded: A Finding of No Significant Impact. Therefore, an Environmental Impact Statement will not be prepared based on the fact that there will be no long-term adverse impacts on the natural environment resulting from this project.
