Craig B. Luigart serves as the Deputy Chief Information Officer (CIO) and Chief Technology Officer in support of the Assistant Secretary for Management and CIO. Luigart provides oversight to the Department's nearly $1 billion in IT investments, implementing the Department's strategy and support across more than 500 information technology (IT) and information management (IM) staff members and contractors. A disabled veteran and former Naval Aviator, Luigart also is co-chair of the Federal CIO Council's Section 508 Steering Committee and serves as one of the national spokespersons for the Administration on Technology Access for the physically challenged. Luigart has served at the Department of Education since 1999, first as CIO and, starting in 2003, as Chief Technology Officer.

Luigart has an extensive background managing IT and IM resources in both private industry and government. Before serving at the Department of Education, Luigart was Chief Technology Officer for Just Medicine Inc. of Norcross, Georgia. As a naval officer, Luigart served as Program Manager for the Navy's global business information systems initiatives. He also functioned as CIO for the naval information systems infrastructure for the Pentagon and the Washington regional efforts, including the metropolitan area network. There, he initiated the establishment of the first CIO office at the Department of Navy. Prior to that, he served as CIO for the 38,000-person Naval Air Systems Command.

Luigart recently received two highly prestigious national awards. IDG's Computerworld recognized Luigart as one of the premier 100 IT leaders in the country and the top visionary CIO of the year when it presented him with the Premiere 100 award in 2002. Federal Computer Week also recognized him as one of the top executives from government, industry and academia who had the greatest impact on the government information systems community in 2001 when it gave him the Federal 100 award. In 2000, he was recognized for his leadership skills and ability to bring diverse groups together for a common goal when he was awarded the Department of Education's Executive Management Award. He was named Microsoft's CIO of the year in 1992. His military decorations include two Legion of Merit awards given by the Secretary of the Navy for Luigart's accomplishments in Information Systems leadership.

Luigart graduated cum laude with a Master of Science degree in Management Information Systems from the Naval Postgraduate School. He received his Bachelor's degree in Biology and Chemistry from the University of Louisville in Kentucky. He is married to the former Connie Rose Trammell of Lexington, Kentucky. They have two children, Kristen and Alyssa.
