To

State and Territorial Lead Agencies administering child care programs under the Child Care and Development Block Grant Act of 1990 as amended, and other interested parties.

Subject

FY 2002 Child Care and Development Fund (CCDF) Estimated Allocations and Earmarked and Set-Aside Discretionary Funds.

References The Child Care and Development Block Grant Act of 1990 as amended (Child Care Development Block Grant Act); Section 418 of the Social Security Act; 45 CFR 98 and 99.

Purpose To inform States and Territories of their estimated FY 2002 CCDF allocations including earmarks for child care resource and referral and school-age child care activities, infant and toddler child care, quality expansion activities, and school-age certificates. These earmarks are in addition to the amounts to be spent on quality and availability under section 658G of the Child Care Development Block Grant Act (i.e., such expenditures do not count toward meeting the "not less than four percent requirement.")

Amounts Available for FY 2002

Attached are tables for States and Territories showing the estimated amounts available for FY 2002. Please note that these tables include funds that are proposed in the Administration's budget request to Congress as well as the funds that are already appropriated. The footnotes to the tables include specific information about the funds, earmarks, and set-asides that are subject to Congressional approval.

The proposed budget earmarks $400 million in Discretionary Funds for States to provide parents with certificates to obtain after-school child care with a high-quality education focus for eligible children less than 19 years of age. Such funds are to be used to supplement, not supplant existing State efforts to serve school-age children. It is anticipated that this certificate program will serve 500,000 additional children. (The expanded definition of eligible child (to age 19) applies only to the $400 million proposed for after-school certificates.)

The Budget proposes to continue current earmarks and set-asides.
