Six actual or potential conflict situations around the world deteriorated and two improved in October 2008. Fighting and displacement sharply increased in the east of DR Congo; although a ceasefire was holding as CrisisWatch went to press, the risks are high and sustained international commitment is needed. The Indian state of Assam saw explosions killing over 60 and serious inter-communal violence, while suicide bombings killed around 30 in the self-declared Republic of Somaliland and neighbouring Puntland. The situation also deteriorated in Ingushetia, Peru and Thailand, but improved in Bolivia and the Maldives. For November, CrisisWatch identifies DR Congo as a Conflict Risk Alert.
