The Manila suboffice spearheads the Library's acquisitions program in the Philippines. The Philippines is comprised of three main islands: Luzon, Visayas, and Mindanao, and is further subdivided into fifteen regions. In carrying out its mission the suboffice not only coordinates with vendors and other publishing organizations, but also seeks out valuable material through research and fieldwork. Staff further ensure that the exchange of publications between the United States and the Philippine governments is sustained.

The Manila suboffice conducts regular transactions with five publishing institutions in the country, at least seven accredited book vendors, and eight bookstores. The suboffice also has alliances and active cooperative arrangements with at least 100 nongovernmental organizations with offices and affiliations in the fifteen regions in the Philippines. In 1999, the office acquired more than 180 serials and 1000 monographs, along with films, videos, sound recordings and CDs. About 85 percent of the collected material is in English, 10 percent is in Filipino, and the remaining 5 percent is in various dialects of the country.

The Manila suboffice is housed at the Philippines Heritage Library located in Makati in the center of commerce and business.
