Records of Decision and Approved RMPs

Three Arizona Strip District final management plans and four records of decision were released to the public on Friday, May 9, 2008. These three final management plans include: 1) a revised Resource Management Plan for the Arizona Strip Field Office; 2) a new management plan for the Vermilion Cliffs National Monument, and; 3) a new management plan for the Grand Canyon-Parashant National Monument. The management plan for the Grand Canyon-Parashant National Monument is also a General Management Plan for the NPS Portion of the Grand Canyon-Parashant National Monument, since that Monument is jointly administered by both the BLM and NPS. These plans identify how the BLM and NPS will manage these lands for the foreseeable future.

These records of decision serve as the final decision for land use planning decisions described in the management plans. See below and the records of decision for appeal procedures on BLM implementation decisions contained in these management plans.

Last year the Proposed Plan/Final EIS, which includes these three planning areas, was released to the public on March 2, 2007 and described and analyzed five alternatives for managing 3,323,067 acres of BLM and NPS administered land in northwestern Arizona, north of the Grand Canyon. Information provided by the public, Cooperating Agencies, other agencies, and organizations, and BLM and NPS personnel were used in preparing the Proposed Plan/Final EIS and these final management plans.

Major issues addressed during planning included management of access, management of areas having wilderness characteristics, protection of natural and cultural resources, management of livestock grazing, and recreation.

HOW TO APPEAL BLM IMPLEMENTATION DECISIONS IN THESE MANAGEMENT PLANS

Receipt of these records of decision and final management plans, available to the public beginning May 9th, also initiates the 30-day appeal period for BLM implementation decisions. The Arizona Strip Draft Plan/EIS was the last phase in the planning process for the public to comment.  In accordance with 43 CFR Part 4.4, any party adversely affected by an implementation decision may appeal within 30 days of receipt of this decision.
