Summary: This report describes market rate survey methods, practices, and policies in States, the District of Columbia, Territories, and Tribes, which conduct their own market rate surveys. Administrative practices and policies of the States, Territories, and Tribes that are related to conducting market rate surveys are described. Findings are based on responses from 46 States and the District of Columbia. Since the market rate survey methods of Territories and Tribes are quite different from those used by States, they are presented separately. Appendices include a list of research project advisory committee members, the survey instrument, and State statutes and rules governing market rate surveys.
