SummaryGAO reviewed CMS's new rule on establishment of the Medicare Advantage Program. GAO found that (1) the rule implements provisions of the Social Security Act establishing and regulating the Medicare Advantage Program, which replaces the Medicare+Choice Program and attempts to broadly reform and expand the availability of private health plan options to Medicare beneficiaries; and (2) with the exception of the 60-day delay in the rule's effective date, CMS complied with all applicable requirements in promulgating the rule. |
