Ray Simon, Assistant Secretary for the Office of Elementary and Secondary Education, US Department of Education.

Ray Simon joined the Department of Education as the Assistant Secretary for the Office of Elementary and Secondary Education. He comes from Arkansas, where he was the Director of the Arkansas Department of Education until his appointment by President Bush.

Mr. Simon has been involved in Arkansas education since 1966, when he began his career as a mathematics teacher at North Little Rock High School in the Conway School District. He held many positions in the Conway School district, including the position of Superintendent from 1991 to 1997.

Susan Wilhelm, Group Leader for the Policy Coordination Team in the Student Achievement and School Accountability Programs (SASA) office.

Susan Wilhelm has worked in the Title I program office for nine years. Her most recent position is Group Leader for the Policy Coordination Team in the Student Achievement and School Accountability Programs (SASA) office. She is responsible for overseeing the development and dissemination of policy guidance related to the implementation of Title I of the Elementary and Secondary Education Act as amended by the No Child Left Behind Act.

Sandy Brown, Program Analyst, Policy Coordination Group, US Department of Education

Paul "Sandy" Brown is currently a program analyst in the SASA program office where he oversees the allocations of Title I funds and works on program policy and fiscal issues. Prior to coming to the Title I office, he worked as a program and budget analyst in the Department's Budget Service for 14 years. Before joining the Department in 1978, worked as an executive/legislative assistant in the first elected City Council for the District of Columbia under the D.C. Home Rule Act.

Kim O'Neal, Program Analyst, Monitoring and Audits Group, U.S. Department of Education

Kim O'Neal has served the US Department of Education, Office of Elementary and Secondary Education, for over 13 years. Currently Mrs. O'Neal works in the Monitoring and Audits Group where she is responsible for monitoring fiscal activities and the resolution of audits of grantees that receive Title I, Part A funds.

Kay Rigling, Attorney, Office of the General Counsel, US Department of Education

Kay Rigling is an attorney in the Department's Office of the General Counsel. She works primarily on legal issues that arise under Title I. Prior to attending law school, she taught special education in several counties throughout Virginia.
