Summary: This report analyzes the long-term goals of the 24 projects funded through the Early Head Start/Child Welfare Services (EHS/CWS) initiative. The long-term goals of the 24 projects funded under this initiative are to improve the safety, permanency, and well being of children. Half of the EHS/CWS grantees are implementing a mixed program model whereby both center-based and home-based services are provided to CWS children. The report addresses program implementation activities, changes to collaborative partnerships, lessons learned, and outcomes reported by the grantees in their sixth semi-annual progress reports covering activities from January through June 2006. Findings suggest that all EHS/CWS projects are fully operational, with functional organizational goals, policies, and procedures in place to guide program implementation.
