President George W. Bush yesterday announced his designation of James Manning, of Virginia, to serve as Acting Assistant Secretary for Postsecondary Education at the Department of Education.

Manning moves from the Chief of Staff role at Federal Student Aid to serve in this new position. In addition to his Chief of Staff duties, Manning also served as the Department's Acting Assistant Secretary for Civil Rights from December 2004 through December 2005. As Acting Assistant Secretary for Postsecondary Education, he will formulate federal postsecondary education policy and administer programs that address critical national needs in support of our mission to increase access to quality postsecondary education. Manning, an experienced leader in higher education, brings and a high level of expertise to the position.
