Field Staff Structure Prior to 2002

Field Staff Structure for the 2002-2005 Assessments

Prior to 2002, NAEP trained two different field staffs: one to administer national assessments, pilot and field tests, and special studies and another to oversee state and school personnel administration of the state assessments. During this time, the staff structure for each field staff varied based on the personnel administering each type of assessment. As a result of The No Child Left Behind Act's provision for NAEP administration of all assessments, beginning with 2002, one field staff has been trained for each assessment year. While state and school personnel remain involved in coordinating and facilitating assessments, they are no longer responsible for administering NAEP.

While the annual staff structure beginning with the 2002 assessment varies to reflect the annual study design and any governmental policy changes to the conduct of assessments, the essential preassessment and assessment day activities generally remain the same.
