To State and Territorial Lead Agencies administering child care programs under the Child Care and Development Block Grant Act of 1990 as amended, and other interested parties.

Purpose To convey the Final FFY 2000 State / Territorial allotments and earmarks for the Child Care and Development Fund (CCDF).
   
Final allotments are different from the estimates

With the exception of the amounts of the Mandatory allotment and State MOE, the allotments and earmarks shown in the attachment are different from the amounts estimated in Information Memorandum ACYF-IM-CC-99-01, dated January 22, 1999. The allotments and earmarked amounts are different because we used more up-to-date information to calculate them. For example, we used more recent census data and FMAP rates in the allotment formulas than were available in January.

   
Reminder about earmarks

In PL 105-277 Congress specifically earmarked FFY 2000 Discretionary Fund amounts for:

  • child care resource and referral and school-aged child care activities
  • improving the quality of infant and toddler child care
  • additional quality expansion activities

The amount of each of these earmarks is above the amounts required to be spent on quality and availability activities by section 658G of the Child Care Development Block Grant Act (i.e., such expenditures do not count towards meeting the "not less than 4%" requirement).
