Head Start FACES: Reaching Out to Families: Head Start Recruitment and Enrollment Practices (HTML)

Summary: This report describes the results of a project that examined Head Start recruitment and enrollment efforts from a variety of perspectives. The feasibility and utility of obtaining information from secondary analyses of national and local data and from primary data collection efforts were examined regarding the following: (1) the procedures that Head Start programs employ in the recruitment and enrollment of families and children, (2) the characteristics of eligible families, and (3) reasons why some families with Head Start eligible children choose not to enroll their children in the program. Data were used from the Head Start Family and Child Experiences Survey (FACES) and the Program Information Report. Appendices include: (1) “Descriptions of the FACES, NLSY79, SIPP, and PSID Databases”; (2) “Head Start Criteria for Program Eligibility Head Start 1996 Family Income Guidelines Memorandum”; (3) “Summary Table of Family/Household Databases”; (4) “Moderator Guides”; (5) “Data Display”; and (6) “Parent Interview.” Contains 24 references.
