1 The Total Number of Unique Persons in the FCR is derived by unduplicating SSNs across all participant types. The figures for the individual participant types are unduplicated within that category but not between them--i.e., an individual may appear in more than one category, but is only counted once within that category and only once in the total. As a result, the counts for the individual participant types may not add up to the Total Number of Unique Persons in the FCR.
2 The Total Number of Unique Persons (NCPs and PFs) Matched is derived by unduplicating SSNs located across all data types (W4, QW, and UI). The figure is unduplicated within each data type but not between them--i.e., an individual may appear in more than one category but is only counted once in that category and once in the total. As a result, the individual W4, QW and UI counts may not add up to the Total Number of Unique Persons Matched.
3 The MSFIDM match is performed quarterly. If an obligor has an account open over two quarters, the match would be duplicated each quarter. To compensate for this, the average of the four quarters during the fiscal year was used. Since an obligor can have more than one account, there are always more accounts than obligors located.
4 States use the Child Support Enforcement Network (CSENet 2000) to communicate case data and requests to other states' automated systems, in order to process interstate cases more effectively. A valid transaction involves the complete process of one state building and forwarding a request, and the receipt of this request by the appropriate state. An exchange agreement allows one state to forward a request to another state using CSENet 2000. The total number of exchange agreements that an individual state has reflects the number of other states that it can send requests to. The national total is the sum of exchange agreements in all states.
