NOTE: Instructional level divides teachers into elementary or secondary based
on a combination of the grades taught, main teaching assignment, and the
structure of the teachers' class(es). Please see the glossary for a more detailed
definition. Teachers who taught only prekindergarten students are excluded.
The public sector includes public, public charter, and Bureau of Indian Affairs
school teachers. Population size for teachers is 3,704,000 in 2003–04.
