INFORMATION MEMORANDUM

TO: State Agencies, Tribes, Tribal Organizations, and Territories Administering Titles IV-B and IV-E
SUBJECT: Withdrawn Policy
PURPOSE: The purpose of this Information Memorandum (IM) is to provide the States, Tribes, and Territories a comprehensive list of those Children's Bureau policies that have been withdrawn in 2000 and 2001.
INFORMATION:

In January of 2000, the Children's Bureau began a project to revise its policy issuance system, culminating in the release of the Bureau's new online policy manual on September 24, 2001. This Child Welfare Policy Manual updates and reformats all of the existing relevant policy issuances (Policy Announcements and Policy Interpretation Questions) into an easy to use question and answer format. Throughout the course of developing the new manual, the Children's Bureau identified policy that should be withdrawn. States have been notified of withdrawn policy in three stages:

  1. ACYF-CB-IM-00-02 (February 18, 2000), transmitted a list of policy issuances that were withdrawn pursuant to the publication of the January 25, 2000 Child Welfare Final Rule (65 FR 4019 - 4093).
  2. ACYF-CB-PA-01-01 (January 23, 2001) consolidated and clarified policy regarding eligibility for title IV-E adoption assistance. In doing so, we withdrew several policies.
  3. In an August 13, 2001 letter to States and others from the Acting Commissioner of the Administration on Children, Youth, and Families, we identified several Policy Announcements (PA) and Policy Interpretation Question (PIQ) documents that are out-dated or obsolete and were not included in the new policy manual. Those issuances were officially withdrawn as of September 24, 2001.

Attached to this IM is a comprehensive list of policies that have been withdrawn pursuant to developing the new policy issuance system. A listing of withdrawn PIQs and PAs can be found on the home page of Child Welfare Policy Manual (http://cb1.acf.dhhs.gov/programs/cb/cwpm/) under the "WITHDRAWN POLICIES" section.
