| Regarding OHS-PC-A-075 Can Head Start count speech services that local school systems are required to provide to children eligible under the Individuals with Disabilities Education Act(IDEA), at no charge to Head Start, as non-federal share(in-kind donation? my question is this:New York State requires that the local community must cover a portion of the cost of itinerant services. There is a local share, a state share, and a federal share involved. The county comes up with a rate for the cost of these services$104/hr. We take the county rate minus the federal share not the actual salaries. Is this allowable?
