If a family meets the definition of homeless which makes them categorically eligible for Head Start but the family does not consider themselves homeless, should "homelessness" in this instance be determined by the family? The following scenario may help. We serve a large population of Latino families where communal living is not considered problematic. A family that has just moved to the area frequently lives with others that they know and frequently moves location depending upon who has space on any given night (and who may or may not actually be extended family). They have no real fixed overnight address but always has someone to "take them in". They may meet the definition of homeless but they do not consider themselves homeless.
