Dear Sir/Madame: This is a requisition to clarify the new Head Start Act, Section 653, limiting the compensation of Head Start staff. Cap on Staff Compensation Log No. ACF-PI-HS-08-03 2. Issuance Date: 5/12/2008. My understanding of the act is that if any Head Start staff salaries and benefits are exceeding the cap ($172,200), they cannot be paid by any Federal funds to pay any part of the compensation. This does not appear reasonable. Please advise. Thank you. Johnson The new Head Start Act, Section 653, limits the compensation of Head Start staff. The new language precludes use of any Federal funds to pay any part of the compensation of an individual employed by a Head Start agency whose compensation exceeds the rate payable for level II of the Executive Schedule, which is currently $172,200. While similar language regarding compensation limitations was included in the last few Head Start appropriations bills, some of the requirements of Section 653 are different from previous requirements.
