We are a Community Action Agency that serves as a grantee for Head Start. For many years we have paid our Board members a stipend for meetings they attend. We pay Board members $50 for this involvement as well as mileage reimbursement and child care for low-income members of the Board of Directors. The $50 figure is less than the amount paid by subdivisions of state government($75) for their 1/3 membership on the Board of Directors. 1. Is this stipend considered "compensation?" 2. If yes, what is the affective date of the HS Reauthorization for which we must cease this activity?3. If the subdivisions of state government continue to give a stipend to their representatives on our Boad of Directors, is their any means we have available to us to assist the low-income and community representative members of our Board to receive like support? 4. May consultants to the Board of Directors (lawyer, financial, early childhood) be "unpaid," consultants?Thank you for your consideration.
