This is not a quesiton particular to the new legislation but one of great importance. We are a City -run Head Start program and our administrative staff are city employees. It si my understanding that Head Start programs cannot "escrow" funds to cover the expenses incurred when employees resign and/or retire. This is becoming problematic because of the financial impact that the pay-outs have on current year budget espoecailly whent eh city determines that we are a grant funded program and not funded by the city's general fund.What guidance can OHS provide to our office given the fact that one employee has just retired and the cost to the Head Start grant is $10,000. If other staff decided to retire this current grant year, the impact to our grant could exceed $65,000 which we do not have.
