| The Head Start Act allow grantees to convert Head Start “slots” to Early Head Start “slots”. The cost of providing service to an Early Head Start child is $13 to $15,000 while the cost to provide service to a Head Start child is $7 to $8,000. If a conversion from Head Start to Early Head Start slots is requested, will a factor be allowed to reflect the difference in funding requirement? For example, would the grantee be allowed to reduce reduce funded enrollment for Head Start children by 1.8 or 2.0 for each Early Head Start slot established?
