As we fill any vacancies that occur in our Head Start and Early Head Start programs, are families who are between 100% and 130% of the poverty level eligible to fill those vacancies without increasing our number of over-income slots at this time? It would be our policy to always serve income-eligible (100% or below) first. In some counties we do not have anyone at 100% or below on the waiting list.Would this be the eligibility limits be as follow?:55% or more would be categorically eligible or 100% poverty level or belowno more than 35% could be between 100% and 130% (serving lower income families first)10% of enrollment must be children with disabilities (would count in one of these income categories)10% may be over-income (131% and above)
