Starting a Child Development Center (Word)

Summary: This report describes how to establish and operate a General Services Administration (GSA) child development center. Section one presents the start up process, costs, and schedule for GSA centers. A sample start-up schedule is provided. Section two discusses government acts, titles, and memorandums that oversee GSA child development centers, including: Title 40, sec. 490b (Trible Amendment); Crime Control Act-child care worker employee background checks; Treasury and General Government Appropriations Act, 2000; and the 1998 Presidential Memorandum on Steps to Improve Federally Sponsored Child Care. Section three offers ways to establish feasibility in programs by developing employee needs and marketing surveys. Sample surveys are provided. Section four discusses the establishment of interagency agreements by defining the roles and responsibilities of all involved parties, including the GSA, the tenant agencies, the center’s Board of Directors, the center providers, and the state and local licensing authorities. Section five presents required standards for all GSA sponsored child development centers. All programs must be state licensed, comply with GSA license requirements, and follow the National Association for the Education of Young Children (NAEYC) criteria for accreditation. Section six discusses child care cost, quality, and affordability issues and section seven provides suggestions on consultant use and a listing of resource websites and publications.
