Summary: This report by the Child Welfare Reform Shareholders Group presents 21 recommendations for improving the quality of child welfare services in Ohio. To develop these recommendations, the Shareholders Group divided its work into 9 subcommittees: Child Care and Early Education, Prevention, Protective Services, Foster Care and Adoption, Juvenile Court and Child Welfare, Finance and Legislation, Governance, Interagency Collaboration, and Customer Input. The Child Care recommendations include: (1) implement a system of research-based, voluntary improvement steps (tiers) that exceed Ohio’s minimum licensing standards, provide support for centers to reach a higher step, financially encourage upward movement, and educate the public on the meaning of the tiers; (2) request $1,000,000 in State general revenue funds for the creation of a child care facilities development and improvement fund; (3) develop a computer-based, online child care subsidy eligibility determination system that can be remotely accessed by families and providers incorporating a simplified eligibility process and a presumptive eligibility period; and (4) initiate a year-round public information and marketing campaign. Current prevention, child protective, and child care programs are described. Appendices include: a Child Welfare Shareholders Group membership list and the Ohio Department of Human Services contact list.
