Summary: This report briefly discusses the impact of high-stakes tests and examines a variety of internal assessments used by successful teachers. Teachers use many informal reading tasks to assess children’s skills, knowledge, and fluency on a daily basis. Teachers use “internal” assessments more often than “external” assessments. Paradoxically, teachers believe that administrators give more attention to external, high-stakes assessments than the internal assessments of daily work that are linked to instruction. The benefits of a developmental approach to early reading assessment are outlined based on teachers’ internal assessments that are tailored for children and the curriculum.
