Decisions/Discussion

  1. The September 5, 2006 Workgroup conference call minutes were approved. State Workgroup members decided to postpone seeking comments/questions on the August 17-18, 2006 Workgroup meeting minutes until the next conference call with states and Insurers.
  2. OCSE provided an update on the match with the US Department of Labor (DoL), which provides workers' compensation benefits to Federal employees. It is rare for individuals to receive a lump sum payment. The DoL does not distribute a lump sum if one owes child support and already has a withholding in place. Information pertaining to this match effort will be included in the April release/manifest.
  3. State Workgroup members discussed adding additional states to the Insurance Match Workgroup. Some states expressed concern about the Workgroup becoming too large to be productive. A suggestion was made rather than adding additional states that the State Workgroup representatives should keep states in their region abreast of the Workgroup activities and progress by conducting conference calls and/or providing copies of the minutes from workgroup conference calls.
  4. OCSE will provide information about the Insurance Match Initiative on the OCSE website. Information will include background, progress to date and material related to the initiative. A suggestion was made to provide a list of State Workgroup members and the regions they represent so other states could contact them to obtain additional information about the initiative.
  5. OCSE will provide information about the insurance match initiative on the October Federal Offset conference calls. This is an additional opportunity to bring non-workgroup member states up to date on insurance match initiative activities and next steps.
  6. The State Workgroup briefly reviewed the Implementation Alternatives Pro/Con template that was provided by OCSE. The purpose of the document is to identify pros, cons and outstanding issues that are associated with each of the implementation alternatives. States did not provide input on the call, but instead will complete the template and return it to OCSE by Friday, October 13th.
  7. Ohio informed the group that legislation has passed which makes the Ohio WC Bureau responsible for deducting attorney fees before sending funds to the child support enforcement agency. Prior to the legislation, Ohio was required to obtain a court order to deduct the fees from the child support collection.

Action Items

  1. States to return feedback on Pros/Cons template by Friday, October 13, 2006.
  2. OCSE to provide dates and times for the October Federal Offset conference calls to State Workgroup members.
