Decisions/Discussion

  1. Workgroup members introduced themselves and reviewed workgroup member roles and responsibilities. An overview of the Insurance Match legislation was provided and members were informed that the Insurance Match Project has been presented to States at the Deficit Reduction Act of 2005 (DRA) meeting in April 2006 in Dallas, TX and at the Eastern Regional Interstate Child Support Association (ERICSA) conference in April 2006 in Clearwater, FL. The Workgroup was informed that OCSE has been in contact with representatives from the Child Support Lien Network (CSLN), Insurance Service Office (ISO), and insurance industry representatives (associations and companies).
  2. Three options for implementing the Insurance Match were discussed. The options include, but are not limited to, using CSLN to conduct the match, conducting the match with ISO and conducting the match directly with insurers. Workgroup members were asked to consider whether there may be other options available for implementing the legislation.
  3. Discussed the objectives of the Insurance Match Project including:
    • Provide States insurance claim information
    • Develop an efficient and cost effective method for data exchange
    • Increase collections
  4. Discussed the format for future Workgroup conference calls which will focus on gathering requirements for the insurance match.

State Questions/Comments:

  1. How will States submit individuals for the match and how will matched data be returned to States?
  2. Since the legislation is optional for both States and insurers, will implementation of the Federal Insurance Match be hindered?
  3. One of the areas the Workgroup should focus on is outreach to insurers.
  4. States would like a cost effective option implemented.
  5. States would like the Workgroup to consider the amount of State programming and State worker intervention required for each option considered.
  6. What will the arrears threshold be for submittal to the Insurance Match?
  7. Will the Workgroup explore standardizing the freeze and seize process for insurance claims (i.e., develop standard form)?

Action Items

  1. OCSE will organize Workgroup conference calls to gather requirements, first by focusing on "what" States need, then "how to" implement the match. Discussion topics include, but are not limited to:
    • State policy requirements
    • Minimum thresholds
    • Types of claims eligible for the match
    • What information States want back from the match
