NLS Services to American Citizens Abroad

Eligibility

By federal law, persons who apply for the library service must provide written certification, signed by a competent authority, of their inability to read or use standard printed material as a result of visual or physical limitations. Applicants must be certified as having one or more of the conditions listed in the application.

NLS is also required to have proof of readers' American citizenship on file. A U.S. passport number or a copy of a birth certificate showing the place of birth are acceptable proofs. A Social Security number is not acceptable for this purpose. Non-U.S. citizens who are dependents of active-duty military or diplomatic personnel are also eligible. Those readers should send a photocopy of the service member's orders posting him or her abroad and listing the applicant as a dependent.
