The Hawaii State Department of Education will develop a systematic delivery system to infuse character education in the curriculum through the development of seven models. Seven school sites, representing seven school districts in the state, will pilot the modules.

Pilot schools will build on current practices; address the elements of character, as well as other core ethical values defined by Hawaii; and use total school strategies. An Advisory Council comprising of parents, business, labor, postsecondary educators, the State Board of Education, teachers, counselors, and administrators from state, district, and school levels, will guide project implementation. Professional and staff development will be planned for pilot site staff and other schools.
