The Georgia Department of Education, the Georgia Humanities Council, and three local education agency (LEA) partners—Atlanta City, Cobb County, and Habersham County School Systems—will plan, implement, evaluate, and disseminate three comprehensive K-12 character education models.

All partners will use the Eleven Principles of Effective Character Education to plan the character education effort, as well as evaluating books, curriculum resources, and character education programs. Each school system will develop a character education program based upon its unique needs and community values, and the universal values identified in both the federal statute and the Georgia character education legislation.

The Georgia Department of Education will provide leadership and support through the Georgia Innovation Program by assigning a Technical and Evaluation Consultant to each project. A national evaluation consultant also will review the evaluation model, data, and findings. LEAs will receive additional support through the Safe and Drug- Free Schools program, and will be eligible for noncompetitive Learn and Serve America grants. Other LEAs wishing to adopt a validated project may receive training and state funds.
