Division of Preservation and Access

Through the Division of Preservation and Access, NEH provides leadership and support to combat the physical deterioration of humanities collections in America’s libraries, museums, archives, and historical organizations. The Endowment also helps ensure access to these collections for the purposes of research, education, and public programming. Other funding goes to the creation of reference works--dictionaries, atlases, encyclopedias, and databases--that document the history and culture of the United States and the world.

In fiscal year 2001, grants went to support preservation and access activities in 239 institutions in forty nine states, the District of Columbia, Guam, and Puerto Rico.

The thirteenth year of a congressionally mandated initiative for the preservation of brittle books and serials was completed in 2001. When the current projects are finished, the intellectual content of more than 1,046,091 endangered volumes will have been preserved on microfilm. Eighty-three libraries and library consortia have cooperated in this national effort, which began in 1989.

Newspapers chronicle the daily life of Americans across the country. They document civic, legal, historical, and cultural events that have occurred in every region of the nation during the past three hundred years. All fifty states, two U.S. territories, and the District of Columbia have been involved in the Endowment’s United States Newspaper Program, a national initiative to catalog and preserve on microfilm the country’s newspapers on a state-by-state basis. At the conclusion of the current projects, more than 151,500 historic newspaper titles will be available in a national database and approximately sixty two million deteriorating newspaper pages will have been transferred onto microfilm.

Grants made in fiscal year 2001 will preserve, stabilize, and provide intellectual access to museum, archival, and other collections important to the study of American social, cultural, and religious history. The collections include sound recordings, textiles, photographs, historical and archaeological artifacts, rare books, correspondence, manuscripts, and other documents.

Among the reference works that received grants in 2001 are the Dictionary of American Regional English, the English Short Title Catalog, and the American Film Institute’s Catalog of Feature Films. Grants will support an international project called The History of Cartography and other works that are the foundation for research across many disciplines of the humanities, including the Database of Classical Bibliography and the Chicago Hittite Dictionary. NEH grants will also support the expansion of the Database of Spanish Golden Age Verse, the compilation of new volumes in the series Buildings of the United States, and the continuation of a digital corpus of papyri held by American universities. New reference works will provide bibliographic access to theses and dissertations on American Indians, data on indigenous languages in Latin America, a dictionary for the Osage language, a digitized corpus of the correspondence of Dolley Madison, land records for the state of Missouri, and a searchable corpus of Spanish historical texts. Another project will develop a database of images and information about American quilts.

Five grants went to create state and regional encyclopedias covering the Midwest, New England, New Jersey, New York, and Oklahoma. A sixth encyclopedia will document the achievements of Latina women. Sixteen humanities councils received grants to develop online encyclopedias for their states.

The Endowment supports projects that will establish new preservation procedures; address issues that have a national impact on libraries, archives, and museums; and generate standards for the use of digital technology in preserving or providing access to humanities resources. In 2001, two awards went to develop standards for making archival documents, publications, and reference works accessible in electronic form. A third award supported the creation of a computer-based tool for animating Labanotation, a notation system for recording dance movement.

With awards up to $5,000, Preservation Assistance Grants support preservation assessments, onsite consultations, preservation training, or the acquisition of supplies and equipment. In fiscal year 2001, a Preservation Assistance Grant of $5,000 was made to Victoria Mansion in Portland, Maine, to hire a consultant to help the museum monitor the effect of environmental conditions on the long-term preservation of its collections. The Laredo Public Library in Texas received a $5,000 Preservation Assistance Grant to assess five archival collections in Laredo and convene a training seminar in basic preservation and maintenance of archival holdings for the staff of those five institutions.
