RE:Listing of Designated Federal Agents (Appendices A & B)

Dear Colleague:

Enclosed are two listings which will provide assistance to States in processing garnishment orders for child support and for serving of legal process to establish and enforce child support orders on Federal employers of employees who are obligated to pay child support. These lists are part of the Federal Register---5 CFR Part 581 Appendices A & B, which the Office of Personnel Management (OPM) has provided to our office.

Appendix A is an updated list which contains a list of agents designated to accept legal process. This list replaces the list distributed in July via DC95-49.

Appendix B list contains designated agency contacts responsible for facilitating the service of legal process regarding child support on members of the Uniformed Services and other Federal employees in the Executive Branch.

As stated in the July letter and noted above, OPM has developed and made available the second list. This list was developed in response to Executive Order No. 12953 signed by the President on February 27, 1995, entitled "Actions Required of All Executive Agencies to Facilitate Payment of Child Support." It states that:

"In accordance with section 302 of the Executive Order, OPM is required to publish a list of officials designated to assist in the service of legal process in civil actions pursuant to orders of State courts to establish paternity and to establish or to enforce support obligations by making Federal employees and members of the Uniformed Services available for service of process regardless of the location of the employee's workplace or of the member's duty station."

These lists will make it easier for child support staff to locate Federal employees and garnish wages of those Federal employees who are obligated to pay and owe child support to their children. Jointly, these lists contain approximately 1,500 addresses of designated agents for all agencies, branch and commissions of the Federal government and of the United States Postal Service, both within and outside of the United States.

IMPORTANT NOTE: If an agency does not list a designated agent for service of legal process in Appendix B, use the agent listedin Appendix A. Also, when locating an address for an employee who is employed by an agency with several sub-agencies and you do not have the name of the subagency, please ask for the employee locator/information number when you attempt to locate the employee. For example, if you only know that the employee works for Department of Agriculture. The Department of Agriculture has several subagencies listed, therefore, instead of dialing each and every number, just select any subagency number and ask that office contact for the employee locator/information number. This will save you time and frustration when attempting to locate an employee.

Because this information is essential in case processing, we encourage you to share these listings with your staff at the state and local levels.
