Dear Colleague:

The following tables represent Child Support Program data for fiscal years 1993 through 1997. The data is presented for all States, the District of Columbia, Guam, Puerto Rico, and the Virgin Islands. The tables show percentage changes for collections, administrative expenditures, in-hospital & paternity acknowledgment, and caseload data.

The data comes from the OCSE-156, OCSE 34, OCSE 131, and OCSE's 158 reports. We are sending you these tables for your information and management of the program. The data is shown separately for each State and Region. The national table is shown first followed by State data in Regional order. Data for FY 1997 are preliminary and subject to change.

PERCENTAGE REPORT

SEPTEMBER 1998

SUMMARY STATEMENT

NATIONAL TOTALS

 

1. The Office of Child Support Enforcement (OCSE) collected $13.4 billion in FY97.
1. Total collections have increased by 50 percent since FY93.
2. Total administrative costs have increased by almost 53 percent.
3. OCSE established over 1.2 million paternities in FY97. Paternity establishments have increased by 130 percent as a result of voluntary in-hospital acknowledgment reporting, as well as improvement in state paternity establishments.
4. In-hospital acknowledgments have increased by 475 percent since FY94.
5. The 4.2 million total cases with collections in FY97 represents a 35 percent increase since FY93.

 

SUMMARY STATEMENT

REGION I

 

• Connecticut collected a total of $142 million in FY97. There were 46,000 cases with collections for FY97, and a 97 percent increase in paternity establishment.
• Maine increases non-AFDC collections by 90 percent, and paternity establishments by 66 percent over a five year period.
• Massachusetts and New Hampshire had a phenomenal 400 percent increase for their paternity establishments.
• Rhode Island had over a 125 percent increase for IV-D paternity establishments. Data came from IV-D cases only. There were no in-hospital acknowledgment reporting for any of the fiscal years.
• Vermont's 76 percent increase for total collections was the highest out of all the States in this region.

 

SUMMARY STATEMENT

REGION II

 

• New Jersey reported over a 300 percent increase for paternity establishments. This percent change is based on steady increases of

• New York's paternity establishment increased by 114 percent since FY 93.
• Puerto Rico had a 219 percent increase for administrative expenditures, and a 110 percent increase for AFDC/TANF collections.
• The Virgin Islands had over a 119 percent increase for administrative expenditures.

 

SUMMARY STATEMENT

REGION III

 

• Delaware paternity establishments increased by 158 percent from FY93 to F97.
• District of Columbia paternity establishments increased by 85 percent since FY93.
• Delaware and Maryland's paternity establishments increased by 100 percent.
• Pennsylvania had over a 200 percent increase for paternity establishments since FY93.
• West Virginia paternity establishments increased by over 300 percent since FY93.
• Virginia along with West Virginia had over a 90 percent increase for total collections.

 

SUMMARY STATEMENT

REGION IV

 

• Alabama had over a 50 percent increase in total, and in non-AFDC collections from FY93 to FY97.
• Florida's non-AFDC collections, administrative expenditures, and paternity established all increased by 70 percent or more.
• Georgia's total collection for FY97 was $278 million. Non-AFDC collections contributed to 72 percent of the total collections.
• Kentucky had nearly a 60 percent increase for total collections, and a 63 percent increase for paternity establishments.
• Mississippi's non-AFDC collections increased by 136 percent, and their total collections by 81 percent.
• North Carolina's paternity establishments have increased by 98 percent.
• South Carolina had over a 100 percent increase for non-AFDC collections, and over a 70 percent increase of total collections.
• Tennessee's administrative expenditures increased by 110 percent while total collections only increased by 49 percent.

 

SUMMARY STATEMENT

REGION V

 

• Illinois' total collections increased by 45 percent.
• Illinois and Indiana's paternity establishments have increased by 300 percent over the past five year.
• Indiana non-AFDC collections increased by 89 percent.
• Michigan administrative expenditures increased by 56 percent.
• Minnesota, with a 388 percent increase for paternity establishments since FY93, had the highest increase out of all the other States in this region.
• Ohio's total collections had a 52 percent increase while administrative costs increased by 60 percent.
• Wisconsin's administrative expenditures increased by 70 percent.

 

SUMMARY STATEMENT

REGION VI

 

• Arkansas' total collections increased by 86 percent while non-AFDC collections increased by 117 percent, and administrative expenditures 200 percent.
• Louisiana's total collections increased by 50 percent, and a 122 percent increase for their paternity establishment.
• Louisiana's Cases with collections have increased by 93 percent.
• New Mexico non-AFDC collections increased by 76 percent, and this was a 169 percent increase for administrative expenditures.
• Oklahoma's total collections increased by 50 percent since FY93.
• Oklahoma's paternity establishments have increased by 128 percent.
• Texas' total collections have increased by 100 percent, and their paternity establishments by 174 percent.

 

SUMMARY STATEMENT

REGION VII

 

• Iowa & Kansas' total collections, and administrative expenditures have increased by over 50 percent.
• Kansas has an 242 percent increase for their paternity establishments.
• Missouri had a 65 percent increase for total collections, and a 79 percent increase in administrative expenditures.
• Nebraska's paternity establishment increased by 257 percent.

 

SUMMARY STATEMENT

REGION VIII

 

• Colorado's total collections have increased by 83 percent, and their paternity establishments by 142 percent.
• Montana had a 450 percent increase for paternity establishment.
• Montana's total collections and administrative expenditures increased by 66 percent.
• North Dakota & South Dakota's total collections increased by over 70 percent.
• South Dakota & Utah have over a 100 percent increase for paternity establishment.
• Wyoming has a 110 percent increase for total collections, and a 266 percent increase for cases with orders established.

 

SUMMARY STATEMENT

REGION IX

 

• Arizona had over a 98 percent increase for total collections, and a 365 percent for paternity establishment.
• California had a 270 percent increase for paternity establishments.
• Guam has increased their cases with order by 74 percent.
• Hawaii's administrative expenditures has increased by 138 percent.
• Nevada's total collections, have increased by 60 percent while total administrative expenditures have increased by 84 percent.

 

SUMMARY STATEMENT

REGION X

 

• Alaska's total collections, increased by 66 percent, while administrative expenditures increased by 77 percent.
• Alaska's paternity establishment increased by 200 percent.
• Idaho & Oregon had over a 125 percent increase for paternity establishment.
• Idaho administrative expenditures increased by 86 percent.
• Oregon administrative expenditures increased by 75 percent.
• Washington's paternity establishment increased by 90 percent.
