Re: OCSE Operates Under New Computer System

Dear Colleague:

The Federal Office of Child Support Enforcement (OCSE) has started to operate under a new computer system. This system will no longer enable OCSE to accomodate States by accepting tapes or cartridges that are not Standard Label and which do not contain the data set name specified in earlier transmittals sent by OCSE. In the past, even though tapes and cartridges were supposed to be sent as Standard Label with the correct data set name, OCSE was able to work around any differences. Now, if a tape or cartridge is sent in a different format than that which we are expecting, it may mean a significant delay in the processing of state information, or the inability for OCSE to process the information at all. This is a situation which is no longer under our control.

Enclosed you will find the correct data set name, record length, and block size that states must use when submitting for each program. We also enclosed a form for your State to send with tapes and cartridges for each of the programs; EVS, Project 1099, Federal Offset Weekly updates/submission specifications for Federal Tax Refund and/or Administrative offset for py1999 (Exhibit N), and local address submission data (exhibit D). These transmittals must accompany each and every tape or cartridge that is sent to OCSE. We would like to stress, that if tapes or cartridges are not sent in correctly, we cannot guarantee that they will be processed. More importantly, we would again like to remind states that beginning January, 1999, all states must begin using electronic transmission via Connect:Direct NDM. Tapes and cartriges will no longer be accepted. PLEASE MAKE SURE THIS INFORMATION IS CONVEYED TO THOSE INDIVIDUALS LOCATED IN YOUR TECHNICAL DIVISION WHO ARE CREATING THE TAPE OR CARTRIDGE.

Enclosed you will also find a contact form to return with the name and number of the technical people in your state who actually create the tape/cartridge sent to OCSE. This will help us in answering any technical questions that may arise in a timely and accurate fashion. Please mail this form, or fax to OCSE on (202) 401-5553. Many changes have taken place in both the state and the Federal OCSE in the processing of data. The best

way to ensure that all data is processed in an accurate and timely fashion is to provide all correct information with each media transmission. We thank you for your cooperation, and feel that these extra efforts will help to make this program the best it can be. Please remember that as of January, 1999, all information must come in Connect:Direct NDM.
