State collection addresses for IRG

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

This letter is a follow-up to our letter of March 1, 1990 regarding the automation of the Office of Child Support Enforcement Interstate Referral Guide (referred to at IRG). As you know, the IRG, a directory of Federal, State, and local addresses for use in processing interstate child support cases, will offer a ready reference of current addresses and telephone information for States and local child support offices.

The first phase of automating these addresses, which included addresses for Federal, State Offices, and local responding agencies, has been completed. States have updated their addresses in the IRG, and OCSE has distributed a copy of the master file of these automated addresses to each State capable of connecting to this system. (Detailed information on the IRG system is the contained in the March 1, 1990 letter addressed to State IV-D Directors with Action Transmittal OCSE-AT-90-2 attached).

The second phase includes the addition of local collection addresses. A few States already had their collection addresses available during the first phase and added them to the IRG at that time. With the completion of the first phase, we are now requesting that all States add their collection addresses to the IRG as soon as possible but not later than Friday, September 28, 1990. From the feedback we have received, States are anxious to obtain the collection addresses.

Now that the automated IRG system is in place, the monthly update process will begin. Following is a reminder of how the monthly updates process will work:

-States will log on to the National Computer Center (NCC) and update their addresses for inclusion in the master file. Each State is responsible for updating its own addresses.

-OCSE will process this batch file with States' updated addressed information and update the master file of addresses at NCC on the fourth Wednesday of each month. This monthly process will begin Wednesday, August 22, 1990.

-After OCSE has updated the master file at NCC, all States' updated addresses will be available for States to download to their PCs. In order for States to ensure that they get updated information on a regular basis, they must access the system each month. (NOTE: NCC will suspend your password if it is not used within 120 days.)

At this point in the process, States should browse the "Query Rejects" menu item for any of their updated address information that may have been rejected. Rejected information should be corrected as needed and re-entered into the system.

Changes made in the IRG by States after the fourth Wednesday of the month will not be available to States until after the next month's updates have been processed by OCSE.

-After the updates have been downloaded, States Choose how the IRG will be made available to line workers (e.g., on-line, laser printed copies).

Attached for your information is a listing identifying the IRG contact person for your State and what form the master file was provided.

Additionally, the hard copy version of the "National Roster and Interstate Referral Guide" distributed by the National Child Support Enforcement Association (NCSEA) will continue to be available for a fee to agencies and organizations. This publication contains the IRG State and local addresses as well as conjunction with OCSE, is currently in the processed of collecting updated information form the States. The revised publication is expected to be available very soon.

Child support enforcement agencies need current address and telephone information for other State and Local child support offices.
