SESAs Crossmatch

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

The Office of Child Support Enforcement (OCSE) is pleased to share with you the results of the first crossmatich that the Federal Parent Locator Service (FPLS) conducted with the State Employment Security Agencies (SESAs) on March 23rd. A total of 50,000 cases were submitted and over 17,000 responses were received from the 32 participating SESAs. To date we have agreements with 43 SESAs and remain hopeful that all SESAs will participate in the next match scheduled for May.

The SESA address reports from the first match were sent to States during the week of April 16. These reports included the name and address of the absent parent's employer and his/her quarterly wages. If the absent parent is unemployed and is receiving compensation, the report showed the address to which the benefit check is being mailed.

OCSE will be evaluating the SESA data to determine the most efficient and effective approach for utilizing the SESA crossmatch. For the second match, selected States have been asked to provide us with feedback regarding the usefulness of the SESA data. We are eager, however, to hear from each State whether the information is helpful in your efforts to locate absent parents, secure wage withholdings, etc.

Our plans are to submit 100,000 cases for the May crossmatch. All State Child Support offices must submit cases to the FPLS by May 14. SESA data has been regarded as one of the best locate sources for intrastate cases. Through the SESA crossmatch, this data is now available for interstate cases as well. OCSE urges States to make full use of this valuable information.
